Agency Fee Questions

Our office has received calls regarding two issues that have come up with the Agency Fee withdrawals that the City and County are making from individual pay. The first involves members in good standing the second involves non members.

1. Agency Fee is being deducted, but I am a member and have paid my dues by check. How do I correct this?

    The City and County systems are programmed to recognize if an employee is a union member or not a union member. If he/she is a member on automatic dues deduction the system deducts the appropriate amount for that
trade, if he is not on automatic dues deduction it AUTOMATICALLY deducts the agency fee listed for the classification.

    WHAT TO DO:

    You must get on automatic dues deduction. You should contact payroll and get 2 (two) payroll deduction cards. Fill them out and get them to the Civil Service secretary in the Pasadena office. Our office will forward the deduction cards to the LABTC and they will notify the City or County, who will make the correction. You should see the adjustment change in the next few pay periods (depending on how quickly the City or County reacts). Once you see the deduction corrected you will need to bring the CORRECTED pay-stub AND any pay-stubs that reflect the incorrect deduction so that the dues department can make the appropriate adjustment, credit or refund.

2. I am a Technician/Helper and am being charged the Agency Fee at the Journeyman Rate. How do I correct this?

    Part the implementation of the Agency Fee required that every trade have a classification breakdown and that those classifications be listed with the corresponding Agency Fee deduction level. (ie: Journeyman or
Technician) that listing was submitted to the County for ALL trades by the LABTC. The classification under which you work was listed as a Journeyman position instead of a Technician position. Our office HAS TAKEN THE APPROPRIATE STEPS TO BEGIN THE PROCESS.

    The procedure is that the representative union (in this case IBEW Local 11) contact the LABTC with the correction that needs to be made, the LABTC will then contact the CAO's office who will notify payroll to make the
appropriate correction to each affected classification.
    You should see the adjustment change in the next few pay periods (depending on how quickly the County reacts). Once you see the deduction corrected you will need to bring the CORRECTED pay-stub in AND any pay-stubs that reflect the incorrect deduction so that the dues department can make the appropriate adjustment, credit or refund.
